Economic Forum panelists discussed local e-governments
Organized since 1992, the Economic Forum has become one of the most important economic events in Europe attended by political and business elites. The 24th Economic Forum was organised in Poland in the 2nd September – 4th September 2014.
The event had six Plenary Sessions and more than 100 panel discussions, lectures, workshops and round table discussions.
One of the panels discussed local e-governments. Are they wishful thinking?
Services provided by EU local e-governments are increasingly better, but the citizens’ expectations are higher and higher. According to the EU roadmap in 2015, more than 50% of the EU citizens and 80% of the companies shall be served by e-administration. The EU countries are able to support the development of e-administration (at all levels) from EU funds. It is important, however, that electronic solutions introduced by the local governments should be in line with those at the central administration level. Another major problem for e-administration is private data protection.
The session had nine panelists from Finland, Russia, France, Spain and Poland. The speakers discussed e-governments and presented their local experiences. D-CENT partner Joonas Pekkanen from Forum Virium Helsinki introduced the platform and its idea of working with grassroots movements, bottom-up instead of top-down – an ideology fitting especially well when talking about e-governments. Pekkanen also introduced the work done in Finland to open up Helsinki city’s administration – since 2013, all the decision-making documents of the city have been accessible as open data via an open interface called Open Ahjo.
